Network Weaving Playbook

A step-by-step guide to connecting Language Cafés with the learning providers, employment services and employers around them, so that adults can move on from a café to training or work. It is written so that any organisation in any EU country can use it.

  • The Three Circles model: community and learners, learning and support services, and system and policy actors
  • A protocol for warm referrals to public employment services
  • How to involve employers, with activation steps for each circle

CF10 Competence Framework

The backbone of CAFÉ+: ten future skills — such as critical thinking, digital problem-solving, entrepreneurial initiative and adaptability — described as learning outcomes for adults and linked to EU frameworks. Every toolkit activity, portfolio and micro-credential builds on it.

  • The ten CF10 skills and their learning outcomes
  • Links to LifeComp, DigComp, GreenComp and EntreComp, to ESCO and the EQF
  • Equivalents in the national qualification frameworks of the six partner countries

CLIL Skills Café Toolkit

Ready-to-use activities that build language and future skills at the same time — content and language integrated learning (CLIL). Each activity sets out its content, language, thinking and social goals.

  • 30+ activities, at least 30% of them for online, self-paced use — so carers can take part from home
  • A Generational Bridge pack of 10+ activities for mixed-age groups (50+ and 18–35)
  • A quality framework for CLIL sessions and the RMA Skills Café Facilitation Guide

CF10 micro-credentials

Ten micro-credentials, one for each CF10 skill, earned through a portfolio built up during the Skills Café — so that adults whose learning has never been recognised gain a credential that employers and employment services can trust.

  • Designed to the Council Recommendation on micro-credentials (2022): learning outcomes, assessment, issuer and EQF level for each credential
  • A certification scheme aligned with ISO 17024, with qualified assessors and an appeals procedure
  • Endorsed by at least one employer association in each partner country
