Making non-formal learning count across borders

Executive Vice-President Mînzatu presents the Skills Portability Initiative during a visit to Cedefop.

On 13 March 2026 Roxana Mînzatu, Executive Vice-President for Social Rights and Skills, Quality Jobs and Preparedness, visited Cedefop, the EU agency for vocational education and training, in Thessaloniki.

The EU is advancing the Skills Portability Initiative to make it easier to recognise qualifications, skills and non-formal learning across borders.— Roxana Mînzatu, during her visit to Cedefop

She said this should help to address labour shortages, boost mobility and create new opportunities. The Skills Portability Initiative is part of the Union of Skills, which the European Commission launched on 5 March 2025.

Why it matters for CAFÉ+

Recognising what people learn outside formal education is at the heart of CAFÉ+. The ten CF10 micro-credentials will be designed to the European approach to micro-credentials, so that what adults learn in a Skills Café can be recognised across Europe.
